What Is an Enrolled Agent?

An enrolled agent (EA) is a federally-authorized tax practitioner empowered by the U.S. Department of the Treasury to represent taxpayers before the IRS. EAs are the only federally-licensed tax practitioners who specialize in taxation and have unlimited practice rights.

This means enrolled agents can represent any taxpayer, on any tax matter, before any IRS office โ€” the same representation rights as attorneys and CPAs. It's one of the most powerful credentials a bookkeeper can earn.

Why Bookkeepers Love the EA Path: Unlike the CPA, which requires a bachelor's degree and 150 credit hours, there are NO education requirements for the EA exam. You just need to pass the Special Enrollment Examination (SEE) and a background check. This makes it the most accessible high-value credential for bookkeepers.

How to Become an Enrolled Agent

Step 1: Obtain a PTIN

Apply for a Preparer Tax Identification Number (PTIN) from the IRS. This is required for anyone who prepares federal tax returns for compensation. Cost: ~$30.75.

Step 2: Pass the Special Enrollment Examination (SEE)

The SEE is a three-part exam administered by Prometric. You can take the parts in any order:

Exam fee: $206 per part ($618 total). You have 2 years to pass all three parts.

Step 3: Apply for Enrollment

After passing all three parts, submit Form 23 to the IRS. The IRS will conduct a tax compliance and background check. Once approved, you receive your EA credential.

Step 4: Maintain Your Credential

Complete 72 hours of continuing education every 3 years (minimum 16 hours per year, including 2 hours of ethics per year).
